Senator Luis Sepúlveda is a recognized leader in Albany as an advocate for immigrant rights in New York, as the lead sponsor of two of the state’s most impactful and historic immigration bills: the NY State Jose Peralta DREAM Act and the Green Light Bill, both passed during the 2019 Legislative Session.

The Jose Peralta DREAM Act expands access to scholarships for undocumented students to pursue higher education.  This legislation gives undocumented students the ability to obtain state aid for higher education and creates a Dream Fund for scholarship opportunities for these undocumented students. Increasing access to financial assistance for higher education will enable undocumented youths to earn degrees, access highly skilled employment and support economies across New York.

As a Senator, Luis Sepúlveda led the fight for the historic passage of the Green Light law in NY state, expanding access to driver’s licenses for undocumented immigrants in NY state. A coordinated and unprecedented effort between grassroots organizers, advocacy groups, community leaders, and legislators led to the bill’s historic passage.  Passed on June 17th, 2019, this historic legislation goes into effect in December 2019.
